BS 5306-1 vs BS 5306-3: the two fire-extinguisher standards UK duty-holders confuse most
BS 5306-1 (installation and commissioning) and BS 5306-3 (inspection, maintenance and servicing) are complementary standards for fire extinguishers. Here is who each applies to, how they interact, and where UK sites most often get it wrong.

Quick answer. BS 5306-1 covers the initial installation, commissioning and hydrostatic testing of portable fire extinguishers. BS 5306-3 covers the ongoing inspection, servicing, and maintenance of extinguishers in service. Every UK site with extinguishers falls under BS 5306-3 (monthly visual checks by the responsible person plus annual service by a competent engineer). Only sites having new extinguisher systems installed or existing systems modified fall under BS 5306-1. The two standards get confused because both are numbered BS 5306; the "-1" and "-3" are the actual scope determinant.
Every fire risk assessment on every UK premises with portable extinguishers references BS 5306. Which of the two? Usually both, but at different frequencies. This post covers what each standard actually says, who does what, and where audit findings most often land.
BS 5306-1: installation and commissioning
BS 5306-1 (formally BS 5306-1:2015+A1:2020 at time of writing in 2026) covers:
- The number and type of extinguishers required for the fire risks present.
- The location and mounting of extinguishers.
- The initial commissioning and testing at handover.
- Periodic hydrostatic pressure testing (typically 10-yearly for water and foam; 5-yearly for some CO2 units under separate standards, and 20-yearly for many powder units, though intervals depend on manufacturer).
BS 5306-1 applies at three points in the life of an extinguisher installation:
- New premises. When extinguishers are installed for the first time or when a premises is refit.
- Modification. When existing extinguisher provision is materially changed (added, removed, relocated, changed type).
- Extended service intervals. For hydrostatic testing at the intervals specified.
A competent person under BS 5306-1 is typically a BAFE SP101 registered engineer or equivalent qualified individual. The duty holder is the person with control of the premises.
BS 5306-3: inspection, servicing, maintenance
BS 5306-3 (formally BS 5306-3:2017 at time of writing) covers the ongoing operational care of extinguishers:
- Monthly visual inspection by the responsible person on-site. Checks pressure indicator (where fitted), physical damage, tamper indicator, correct location, obstruction, condition of hose or horn.
- Annual service by a competent engineer. More detailed check including weight, seal integrity, functional test where applicable, replacement of consumables (safety pins, tamper seals).
- Extended service. At 5 years for many powder units, some water/foam types; specific to unit type and manufacturer.
- Replacement. Typically 20 years for most portable extinguishers, or when hydrostatic test fails, or when manufacturer recalls.
The responsible person (usually the site fire safety officer or facilities manager) is qualified to do the monthly visual. The annual service must be by a competent engineer, typically BAFE SP101 or IFEDA registered.
Where the two standards interact
A brand new extinguisher goes through BS 5306-1 commissioning at installation and then enters the BS 5306-3 lifecycle for the rest of its service life. When it hits its hydrostatic test date, BS 5306-1 kicks back in for the pressure test, then it returns to BS 5306-3 rotation.
Some material changes trigger a fresh BS 5306-1 review even for existing installations:
- Adding a new floor or extension to a premises.
- Changing the fuel type stored (e.g. adding an electric vehicle charging area may require a change in extinguisher provision).
- Removing more than a small number of extinguishers.
- Restructuring the fire compartments.
Common audit findings
Findings that trigger notices from fire and rescue services or from insurance surveyors:
- Extinguisher installed under BS 5306-1 in 2015 but never entered into BS 5306-3 rotation. Sitting in a corridor for a decade, never serviced.
- Monthly visual inspection nominally recorded but the checklist has been carbon-copied for months (obvious signature repetition, no real inspection happened).
- Annual service certificate from a non-BAFE contractor with no evidence of competent-person qualification.
- Hydrostatic test date passed with no replacement or refurbishment record. Unit continues in service.
- Extinguisher moved during a refit but not re-labelled. Signage still points at old location.
- Wrong type for the fire risk (e.g. water extinguisher in a server room, CO2 near a kitchen but no wet chemical).
What a compliance tool should support
A digital compliance tool for portable extinguishers should distinguish the two standards clearly:
- BS 5306-1 records. Installation date, commissioning certificate, hydrostatic test dates and results, modification history.
- BS 5306-3 records. Monthly visual check by the responsible person (name, date, findings), annual service by named engineer (with competence evidence), extended service, replacement dates.
- Automatic escalation. When an annual service is overdue by 30 days, alert the duty holder. When a hydrostatic test date is within 90 days, alert.
