Most inspection apps will happily produce an incomplete report. Hovermarks will not issue a LOLER report that is missing a Schedule 1 particular: it tells the examiner exactly what is missing, citing the Schedule item and where to set it. Declare equipment safe while a defect on record is classified as an existing or imminent danger to persons and the report is blocked, because a report cannot state something its own findings contradict.
