Fire safety log book UK: what the responsible person must record

What goes in a UK fire safety log book under the Regulatory Reform (Fire Safety) Order 2005: alarm tests, extinguisher checks, fire door inspections, emergency lighting, drills, training, and contractor visits. Paper vs digital, retention periods, and what enforcement officers ask to see.

Quick answer. The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to maintain a suitable system of maintenance and to be able to demonstrate it. In practice that means a fire safety log book recording: weekly alarm call-point tests, monthly extinguisher and emergency-lighting visuals, periodic fire door checks, annual servicing by competent contractors, fire drills, staff training, and every defect with its remediation. There is no prescribed format; paper and digital are both acceptable, but the record must be available when a fire and rescue authority inspector asks.

When a fire and rescue authority inspector visits a UK premises, the fire safety log book is usually the first thing they ask for. Not because the Order names a log book anywhere (it does not) but because Article 17 requires premises and equipment to be maintained in an efficient state, and the log book is how a responsible person demonstrates that duty was met week after week. No log, no evidence; no evidence, and the conversation about enforcement begins.

What the FSO 2005 actually requires

Three articles do the work:

  • Article 17 (maintenance). Premises, facilities, equipment and devices must be maintained in an efficient state, in efficient working order and in good repair, subject to a suitable system of maintenance. The log book is the record of that system operating.
  • Article 21 (training). Staff must receive adequate fire safety training on induction and periodically. Training dates, content, and attendees belong in the record.
  • Article 9 (fire risk assessment). The significant findings must be recorded where five or more are employed. The log book sits alongside the assessment as evidence its action plan is being worked.

The recording cycles

What a complete UK fire safety log book contains, cycle by cycle:

Weekly

  • Fire alarm call-point test (a different call point each week, rotating, under BS 5839-1 Clause 44.2), with the call point identified per test.
  • Sprinkler and pump checks where fitted (gauge readings, pump start test under BS EN 12845).

Monthly

  • Extinguisher visual checks under BS 5306-3: in place, unobstructed, pressure in range, seals intact.
  • Emergency lighting function test under BS 5266-1 (brief switch-over test per circuit).
  • Final exit doors and escape routes: openable, unobstructed, self-closers working.

Quarterly to six-monthly

  • Fire door checks: quarterly in common parts of residential buildings over 11 metres under FSER 2022, six-monthly best practice elsewhere under BS 8214.
  • Fire alarm service visit by a competent organisation (six-monthly under BS 5839-1).
  • Dry riser visual inspection (six-monthly under BS 9990).

Annual

  • Extinguisher service by a competent engineer under BS 5306-3.
  • Emergency lighting full-duration discharge test under BS 5266-1.
  • Fire alarm annual inspection and sensitivity checks.
  • Sprinkler annual service and main drain test.
  • Dry riser pressure test.
  • Fire drill (at least annually for most workplaces; more often where the fire risk assessment says so).
  • Refresher training for all staff plus fire warden training records.

Event-driven

  • Every defect found on any check, with date, finder, description, and the remediation with its completion date.
  • Every unwanted alarm activation and its cause.
  • Every contractor visit with company, engineer, scope, and certificate reference.
  • Any change to the premises that affects fire safety (layout, use, occupancy), triggering a fire risk assessment review.

Paper or digital

Both satisfy the Order. The differences show up in practice:

  • Retrieval. An inspector asking "show me the last twelve months of weekly alarm tests" gets an answer in seconds from a digital record, or after page-turning from paper. Speed of answer shapes the tone of an inspection.
  • Completeness. Paper logs drift: the person with the book on holiday, the binder full, the page damp in the plant room. Digital records with scheduled prompts chase the gap before it becomes a hole in the evidence.
  • Multi-site. A responsible person for several premises cannot meaningfully supervise five paper books. Digital records roll up.
  • Tamper resistance. A paper log can be back-filled before an inspection; timestamped digital records cannot without it showing. Assessors and insurers increasingly weight this.

If a premises stays on paper, the log book should live at the premises (not a head office), be bound rather than loose-leaf, and be written in ink at the time of each check, because that is what makes it credible as evidence.

Retention

The Order sets no fixed retention period, but the practical standards are:

  • Current cycle plus previous cycle as an absolute minimum for every record type, so the trend is visible.
  • Three to six years as the common insurer and assessor expectation, aligning with limitation periods.
  • Life of the system for commissioning certificates, installation records, and fire risk assessments with their reviews.
  • Residential buildings in scope of the Building Safety Act: records form part of the golden thread and are kept for the life of the building.

What enforcement officers actually look at

Inspectors pattern-match on a few things quickly:

  1. Gaps in the weekly alarm tests. The single most-checked series, because it is weekly and shows whether the maintenance system operates or only exists.
  2. Defects without closure. A logged fault with no recorded remediation is worse than an unlogged one, because it proves the responsible person knew.
  3. Same-pen syndrome. Months of paper entries in identical ink and handwriting, dated across weekends and holidays, read as back-filled.
  4. Contractor certificates that do not match the log. An annual service certificate dated a month after the log book says the service happened.

A log book that survives these four checks usually ends the records portion of an inspection in minutes.
